With support from a multidisciplinary statewide planning committee, Nebraska identified eight individuals to participate in a train-the-facilitator workshop in June 2023. Five of the trained facilitators observed NCSC conduct the first local mapping, led by Judge Anne Paine in Red Willow County (McCook), Nebraska in January 2024.
Red Willow County was the first local mapping that applied the Upstream framework to both the child welfare and the juvenile justice system simultaneously. More than 40 individuals participated in the mapping, including representatives from the local schools, the hospital, local churches, and community leaders.
