The Fees, Fines, and Pretrial Practices Task Force 2.0 was convened in 2023 to collect data on developments since the Principles issued, expand the national knowledge base on reforms involving fees, fines, and pretrial proceedings, and develop additional resources based on court successes and challenges. Please hover over the highlighted states, in the map below, for an overview of recent studies, programs, laws, rules, grants and litigation regarding court fines, fees and pretrial practices.
- Adult Criminal Fines and Fees Reform: States highlighted are states that have taken some reform effort in this area. This includes reducing or eliminating fines or fees in adult criminal cases, studying reforms, requiring ability to pay determinations at early steps of a case, and expanding the use of alternative sanctions.
- Juvenile Court Fines and Fees Reform: States highlighted have undertaken reform efforts in this area. This largely includes reduction or elimination of all or some fees in juvenile cases, but may include ability to pay hearing requirements or alternative sanctions.
- Pretrial/Bail Reform: States highlighted have taken steps to reduce the use of pre-trial detention through expanded use of community safety assessments and pre-trial release programs.
