Standards of Uniform Payment for Freelance Interpreters 

Coordination/Supervision of Interpreters: 

1. Executive Officer, Office of Language Access - Policies and Procedures, Strategic Direction, and Programmatic Improvement

2. Operations Managers - Manages all day-to-day activities, including the direct supervision of all staff and contract interpreters.

3. Language Access Liaisons - Kentucky is divided into 7 judicial districts.  There is a Language Access Liaison (supervisor) assigned to each judicial district who coordinates requests for services from all counties within the assigned judicial district.

Cost of Interpreter Services (including fees to freelance and salaries of staff interpreters): Our language access personnel expenses are budgeted at $3,090,000.00 per fiscal year.  

Budget for Language Access Program (not including direct interpreter services): Excluding the aforementioned personnel expenses, our operating expenses are currently budgeted at $146,000.00 per fiscal year.  Kentucky’s total budget for language access services is $3,236,000.00.    

Funding for Language Access Program: The entire Kentucky Administrative Office of the Courts, including the Office of Language Access, is funded by appropriations from the Kentucky General Assembly.  

Compensation Range for Salaried Interpreters (spoken language):  $32,000 - $55,000

Compensation Range for Salaried Interpreters (sign language):  $32,000 - $55,000

Compensation Range for Freelance Interpreters (certified spoken language):  $27-$65 per hour depending upon certification level. See Kentucky Standards of Uniform Payment.  See Kentucky Standards of Uniform Payment.

Difference in Pay Between Spanish and LOTS Interpreters: No difference in pay for most languages.  In the case of languages of lesser diffusion, however, we are able to request an exception to our Uniform Payment Rate as needed.  

Minimum Certification Requirements: Orientation Workshop, NCSC 135-Q Multiple Choice Exam at 80%, Criminal or Background Check, Oath of Office, Continuing Education Courses, Pass NCSC Oral Examination at 70%, Oral Proficiency Interview (OPI), Court Observation.
