Hal Rhea

Hal Rhea M.B.A is a court management consultant at NCSC, utilizing his diverse background in management consulting and regulatory compliance. Prior to NCSC, he was the Assistant Planning Director for the City of Gadsden, Alabama, where he was pivotal in shaping the city’s urban development strategy by leading a team in developing zoning ordinances, land use policies, and community-based projects like downtown revitalization and affordable housing. Hal collaborated closely with municipal departments, public officials, and community stakeholders to foster inclusivity and transparency in planning efforts. A commitment to sustainable development, long-term growth, and community engagement drives his work.

With additional past roles like senior management and technology consultant and senior regulatory and compliance consultant, Hal’s experience in digital transformation, compliance management, and technology consulting has equipped him with a unique skill set that spans urban planning, technology, and financial regulation. Hal holds an MBA from Auburn University Montgomery and a Bachelor of Science in Commerce and Business Administration from the University of Alabama.
