William Raftery

Bill Raftery is a Senior Knowledge Management analyst with the National Center for State Courts in Williamsburg, Va. His current work includes research on legislative-judicial relations, judicial selection, judicial conduct, and court security.

Bill edits Gavel to Gavel, a review of legislation in all fifty states affecting the courts, and operates its blog and social media. Gavel to Gavel received the National Center's 2006 Robert W. Tobin Achievement Award and its blog won the ABA Journal's top 100 law blogs of 2012, 2013, 2014, 2015. In 2017 Gavel to Gavel was named a Web 100 winner by the ABA Journal and inducted into the Blawg Hall of Fame. Bill was listed in the 2015 Fastcase 50 as an innovator in legal services and technology.

Bill has served on the editorial board of The Justice System Journal, the advisory board of Judicature, and has had his worked published in both publications as well as Drake University Law Review, The Journal of Appellate Practice and Process, Court Review, and The Judges' Journal.

Bill received his Ph.D. in Public Policy and Administration from Virginia Commonwealth University where his dissertation work focused on the efficiency of unified vs. non-unified state court systems. He received his M.P.A. degree from John Jay College of Criminal Justice with a specialization in court administration.  Bill is a Fellow of the Institute for Court Management.
