Primary Flow Description

Law Enforcement submits a charging referral to Prosecution.

Prosecution decides to seek an indictment.
  •  
Grand Jury review occurs.
  •  
Grand Jury decides not to indict.

If Prosecution decides to provide a direct referral, the Referral process starts.

If Prosecution decides not to provide a direct referral, Prosecution submits a dismissal or no bill to the Court.

Court reviews dismissal and submits dismissal or no bill to the Repository.

Repository records the dismissal or no bill. 
  •  
Grand Jury decides to indict.
  •  
Grand Jury submits the indictment to the Court.

Court accepts and files the indictment.

Court Issues a warrant.
